Welcome To DFHK - Diamond Federation of Hong Kong, China!

The Diamond Federation of Hong Kong, China (DFHK) is a non-profit organisation aiming to protect the integrity of diamonds and the interests of consumers by standardizing business practices. It joins forces with two long-established associations in Hong Kong, namely the Diamond Importers Association (1959) and the Hong Kong Diamond Bourse (1985). Since January 2000, the DFHK has undertaken its missions to maintain Hong Kong’s reputation as the "World Diamond Centre” and promote quality services and consumer rights. Consequently, the Integrity Pledge Scheme and the Natural Diamond Quality Assurance Mark Scheme have been launched to ensure an ethical and professional image for the trade and for DFHK members.

Lawrence Ma, Founding president of the DFHK explains that, "The DFHK will continue to fulfil a significant role in Hong Kong's diamond and jewellery trade as well as the trading hub in Asia. We are linking Hong Kong diamantaires with the mainland China and the global markets. The city itself is set to remain China's chief distribution hub and centre of expertise for exports. We look forward to providing a trusted platform to our members and those individuals who trade with us.

We Trust DFHK - Confidence in Diamond

The Integrity Pledge Scheme was launched to ensure an ethical and professional image of the trade. DFHK members are reputable jewelers who believe in protecting consumer interests and voluntarily commit to the Integrity Pledge Scheme introduced by the trade authority. Under this self-regulatory scheme for the diamond industry, members would mark on the sales invoice a true description of the diamond sold over 0.3 carat. Consumers therefore can enjoy their quest for diamond with confidence and with peace of mind in their Hong Kong shopping experiences. more

Natural diamonds, forged over billions of years and hidden deep within the Earth, await human discovery. About the Lucky Draw Event

"Happy Hong Kong" Natural Diamond Grand Lucky Draw

Customers have highly cherished natural diamond jewellery, and the Diamond Federation of Hong Kong (DFHK) has launched the “Happy Hong Kong - Natural Diamond Grand Lucky Draw” Event (referred to as the event). With the participation of over 350 jewellery shops, natural diamonds and shopping vouchers for diamond jewellery will be distributed, allowing customers to participate in a lucky draw while purchasing their beloved diamond jewellery. The more they spend, the higher their chances of winning, and further boosting the Hong Kong diamond and jewellery industry!

Diamond Federation of Hong Kong Launches "Happy Hong Kong" Natural Diamond Grand Lucky Draw with Prizes including a 3-Carat Natural Diamond and Shopping Vouchers for Diamond Jewellery Worth a Total of Over HKD 6 Million

Mechanism

Eligible participants must be age 18 years or older at the time of registration for the lucky draw.

Customers who purchase one or more jewellery items containing natural diamond(s) (excluding lab grown diamond and watches), in one single receipt, from participating jewellery shops during the promotion period are eligible to participate in the lucky draw. A minimum purchase of HKD 5,000 in natural diamond jewellery, after discount, qualifies for one lucky draw entry. For every additional HKD 5,000 spending, participants earn an extra entry, with a cap of HKD200,000, equivalent to 40 entries.

After making a qualifying purchase from a participating jewellery shop, customers are required to register and provide necessary information including their full name (English name which is the same as the identity document), contact number, and email address presently in the shop. The registration process will be assisted by staff, and upon completion, participants will receive a QR code and a draw number as confirmation of successful participation.

Organizer – Diamond Federation of Hong Kong

The Diamond Federation of Hong Kong (DFHK) is a non-profit organization with the goal of upholding integrity in the diamond industry and safeguarding consumer interests through unified business practices. DFHK’s mission is to maintain Hong Kong's reputation as the diamond hub of Asia, a world-renowned "shopping paradise," and an "Asian world city." To achieve this, DFHK has established close connections and collaborations with the Hong Kong Tourism Board, Consumer Council, Hong Kong Trade Development Council, and various government agencies over the years.

Building on the success of the "Quality Gold Mark" and "Natural Fei Cui Quality Mark" programs, DFHK launched the "Natural Diamond Quality Assurance" Mark scheme (NDQA) in 2015. Aiming to uphold Hong Kong's reputation as a diamond trading centre at both the trade and consumer levels, and lead the industry in protecting consumer’s rights. NDQA serves as a mark of confidence for diamond consumers, strengthening their confidence, increase awareness and desire for diamond jewellery in Hong Kong.

Mechanism

Eligible participants must be age 18 years or older at the time of registration for the lucky draw.

Participants must ensure that all provided information is true, accurate, and does not involve impersonation or the unauthorized use of any third-party data. Any falsification or inaccuracies will result in disqualification from participation or winning. The organiser will not be responsible if we are unable to notify the winner due to such circumstances.

Confirmed registered receipt cannot be altered or transferred.

In the event of a product return, replacement, or any related arrangements causing the cancellation of a receipt, the associated lucky draw qualification will also be nullified.

In the event of a product return, replacement, or any related arrangements causing the after-discount net amount of the receipt to fall below HKD5,000, the associated lucky draw qualification will also be nullified.

Participants must retain the relevant purchase receipts and present them when claiming prizes.

Each completed registration will receive a unique QR code to verify the lucky draw qualification.

Draw Dates: The draws will occur on 8 March 2024 (Friday).

Announcement of Draw Results: The list of winners will be announced on the drawing website, AM730, and The Standard newspaper on 15 March 2024 (Friday). Winners must bring their original identification documents and the single original receipts with matching registration numbers (matching the product type, model, the after-discount net amount, and purchase date recorded during registration) to the designated location within the specified period to claim their prizes.

Winners grant the right to the organisers or media to take photographs and videos of themselves and their invited guests (if any), which may be used for publicity without prior notice.

Customer participating in this event, regardless of winning or not, implies their acceptance and agreement to these terms and conditions. Violating of the terms and conditions gives the organisers the right to disqualify the participant from participation or winning and to pursue legal action for any behavior that disrupts the event.

In case of any disputes, The Diamond Federation of Hong Kong reserves the right of final decision.

Prize Collection

The draw results will be announced on the draw website, AM730, and The Standard newspaper on 15 March 2024 (Friday).

Winners must confirm the prize with the organiser, within 14 days after the announcement of the draw results by providing full name (English name which is the same as the identity document), contact telephone number, and email address for identity verification purposes via phone or email.

If a winner fails to confirm the prize within 14 days after the announcement, it will be considered as forfeited, and the winner will lose their eligibility.

In the event that the prize awarded is a natural diamond, the winner must present an original identification document and the single original receipts with matching registration numbers (matching the product type, model, the after-discount net amount, and purchase date recorded during registration). The winner must be, in person, presented at the designated location within a specified period to claim the prize. Further details regarding prize collection will be furnished at a later date.

If the event that the prize awarded is a shopping voucher for diamond jewellery, the winner must present an original identification document and the single original receipts with matching registration numbers (matching the product type, model, the after-discount net amount, and purchase date recorded during registration). The winner must, in person, go to the store listed on the receipt to collect the shopping voucher.

Shopping vouchers for diamond jewellery can only be used at participating jewellery shops within the validity period and will be invalid after the expiration date. Details are listed on the shopping voucher.

If the winner of the shopping voucher for diamond jewellery does not go to the store to claim the prize before 30 June 2024, it will be deemed a waiver.

General

The Diamond Federation of Hong Kong is the organiser of the lucky draw event.

Each eligible entry is only eligible to win once.

The promotion period (1 December 2023 to 29 February 2024) of the lucky draw begins at 09:00 (Hong Kong time) on the start date and ends at 23:59 (Hong Kong time) on the last day of the promotion period.

Winners must present their original identification documents and single original receipts with matching receipt numbers (matching the product category, model, the after-discount net amount, and purchase date stated in the registration) for verification.

Participants must ensure that all provided information is true, accurate, and does not involve impersonation or theft of any third-party information. The lucky draw process is conducted under the supervision of an independent third party and is carried out by the organiser or their appointed representatives to ensure fairness.

Personal Data

Participants' personal information will only be used for this event and will not be used for any publicity and promotion purposes, and will be destroyed within 6 months after the event concludes. (Except the photographs and videos containing portraits of the winners and their invited guests (if any).)

Personal Data collected from an Eligible Participant for registration of the Lucky Draw will only be used for enrollment, administration, winner announcement / communication and other related purposes to the Lucky Draw.

The Organiser will take all practicable steps to keep the collected personal data confidential and to ensure the handling is in accordance with the relevant provisions of the Personal Data (Privacy) Ordinance (Cap. 486). The Organiser will keep the collected personal data only for as long as necessary to fulfill the purpose for which the data is collected. Personal data which is no longer required will be destroyed.

Any suspected or confirmed cases of fraud or abuse related to participation in this promotion and/or the redemption of prizes may result in immediate cancellation or suspension of the participant's registration and/or the prizes they are entitled to.

国际性组织

世界珠宝联合会（CIBJO）

世界珠宝联合会成立于1926年，是珠宝行业历史最悠久的国际组织，由全球40多个国家中的珠宝贸易组织组成。全球珠宝行业内许多私营企业和服务提供商也通过商业会员形式加入了该组织。世界珠宝联合会的宗旨是鼓励基于统一标准开展珠宝贸易，促进珠宝行业的国际合作，维护消费者对行业的信心。此外，世界珠宝联合会还推出了蓝皮书（Blue Book）系统，其中涉及钻石、彩色宝石、珍珠、宝石和其他有机材料在等级、方法和命名等各方面的标准。

世界钻石交易所联合会（WFDB）

世界钻石交易所联合会的宗旨是保护30个所属钻石交易所及其成员的利益，推动所属钻石交易所及其成员通过友好协商或仲裁方式解决彼此之间的分歧和争端。为了实现这一目标，世界钻石交易所联合会积极促进国际钻石贸易，鼓励各国设立钻石交易所，并希望所有钻石交易中心最终都能够加入联合会。

世界钻石理事会（WDC）

世界钻石理事会的主要使命是代表钻石和珠宝行业，制定并实施监管体系和自愿性标准体系，以控制联合国禁运或《金伯利进程国际证书制度》（KPCS）涵盖的钻石贸易。世界钻石理事会致力于为消除“冲突钻石”交易而努力并提供支持。

世界钻石理事会由全球各地从毛坯钻石生产商到零售珠宝商的企业和代表组织成员组成，覆盖整个钻石价值链。

世界钻石理事会是在金伯利进程（KP）三方联盟中代表钻石行业的观察员，该联盟还包括各国政府和民间团体的代表。金伯利进程负责《金伯利进程国际证书制度》的管理，各成员国政府则依照该制度，对毛坯钻石的流转进行有效监控，确保只有获得“无冲突”认证的钻石方可在相应市场上进行交易。

为了促使《金伯利进程国际证书制度》发挥效用，以及促使整个行业保持统一和履行责任，保持价值链的完整性，世界钻石理事会制定并出台了“保证体系（SoW）”。该体系将金伯利进程的效用扩大到毛坯钻石进出口以外的人权、公平劳动实践、反洗钱和反腐败等领域。

世界钻石理事会向金伯利进程提供技术、财务和其他方面的支持，并在为业界提供信息和培训的过程中发挥着核心作用，全面防范“冲突钻石”贸易。

责任珠宝业委员会（RJC）

责任珠宝业委员会是全球领先的珠宝和钟表行业标准制定组织。责任珠宝业委员会的会员由不同形式和规模的企业组成，涵盖从采矿到零售的全球珠宝供应链。

所有会员都必须遵守《责任珠宝业委员会实践准则》设置的行业标准并通过相关认证，涉及从采矿到零售的整个珠宝供应链。作为会员管理和业务实践的评估工具，《责任珠宝业委员会实践准则》主要侧重于商业道德、负责任的供应链实践、人权、尽职调查、劳动者权益、工作条件、健康、安全和环境管理等方面的内容。健全的认证过程由第三方审计师进行独立审计，并经过全球可持续性标准协会（ISEAL）的认证，以确保责任珠宝业委员会会员符合最高标准。通过遵守《责任珠宝业委员会实践准则》，获得认证的公司将恪守一系列原则和标准，包括国际劳工组织制定的劳工标准、经济合作与发展组织发布的矿物和金属尽职调查指南、联合国商业与人权指导原则、联合国全球契约，并为实现联合国可持续发展目标（SDG）和2030年可持续发展议程做出贡献。世界钻石理事会通过供应链，与利益相关方及会员开展合作，并在这一过程中代表并捍卫诚信。通过制定标准和建立合作关系，责任珠宝业委员会助力全球珠宝供应链实现改革，使其更具责任感和可持续性。

国际钻石制造商协会（IDMA）

国际钻石制造商协会由16个代表钻石生产和出口企业的全国性协会成员组成，其中包括比利时钻石业联合会、印度宝石与珠宝出口促进委员会（GJEPC）以及来自以色列、德国、荷兰、南非和美国等国的钻石制造商协会。国际钻石制造商协会致力于在全球钻石行业中树立并推广诚信原则和最佳实践，全面遵守所有相关的国内和国际法律。为此，协会制定并通过了对所有成员均具有约束力的《实践准则》。国际钻石制造商协会鼓励并支持行业履行对全球所有公民的社会责任。

香港钻石总会(DFHK)

香港钻石总会（DFHK）作为非营利性组织，成立于2000年1月，合并了两个历史悠久的协会——香港钻石入口商会（成立于1959年）和香港钻石会（成立于1985年）。香港钻石总会三个部门即制造、进口和批发以及零售部会员提供专业服务。香港钻石总会秉承着两会的使命作为世界钻石交易所联会的成员，并致力于继续传递和维护香港作为“亚洲钻石中心”、“购物天堂” 和 “亚洲国际都会”的美誉。

香港钻石总会的愿景和使命：

为增强香港作为亚洲钻石中心的声誉，从战略上整合天然钻石行业利益相关者的竞争优势，并打造可持续且高效的市场环境。

维护香港天然钻石业的诚信、标准和透明度，并增强消费者对天然钻石的渴求和信心。

自成立以来，香港钻石总会继续推行始于1970年DIA的「诚信保证」认证计划，并于2015年启动了「天然钻石品质保证」认证计划，以提升天然钻石行业的道德和专业精神，并最终引发消费者对天然钻石的兴趣。

上海钻石交易所(SDE)

上海钻石交易所是经中国人民共和国国务院批准于2000年10月成立的国家级要素市场,是中国大陆唯一的钻石进出口交易平台。上海钻交所按照国际通行的钻石交易规则运行，为中外钻石交易商提供一个公平、公正、安全并实行封闭式管理的交易场所。

上海钻交所是世界钻石交易所联合会（WFDB）成员，并在七人执委会中拥有永久席。上海钻交所林强总裁为现任WFDB副主席。

上海钻石交易所于2009年10月由上海金茂大厦整体搬迁至总建筑面积近5万平方米的“中国钻石交易中心”大厦。作为类似保税区性质的海关特殊监管区，大厦内安检和保安系统均属特级设计。海关、钻石办、工商、税务等驻所政府机构作为“一站式”业务受理机构，在大厦内行使政府职能；所内银行、押运、报关、钻石鉴定等机构提供配套服务。

截至2020年5月，上海钻交所有会员360家，约54%为外资企业。会员可享受税收优惠政策，钻石进出上海钻交所均免收关税，海关对由钻交所进入中国市场的成品钻征收4%的增值税。
